Parce qu’au Sénat, il faut que ça passe avec minimum 60 votes. Et les Républicains n’ont pas 60 sièges, ils n’en ont que 53 (si je ne dis pas de connerie), ce qui laisse une marge de manœuvre aux Démocrates (et indés) pour bloquer le vote.
